Obstacles to Digital Transformation at Higher Education Institutions in the Libyan State “an Applied Study at Elmergib University

Abstract
The study aimed to identify the obstacles that faces the digital transformation at higher education institutions in Libya “an applied study at Elmergib University. Due to the size of the population approach comprehensive was used. The descriptive approach was used by distributed 62 questionnaires to the staff of university. To achieve the objectives and answer the questions of the study, SPSS program was used, such as, Reliability of the questionnaire, Spearman correlation, One Sample t-test. The results of the study confirmed the existence of statistical significance between the elements of the questionnaire, and between the obstacles of the digital transformation at Elmergib University, In addition, the most obstacles that faces the Elmergib University were: First Security Obstacles, Second Technical Obstacles, Third Human Obstacles, Fourth Legislative and Legal Obstacles, and Fifth Finance Obstacles. The study recommended to allocate the necessary financial resources to implement the digital transformation project, maybe would raise the level of educational process. In same time, the university have to pay attention for current human resources by subjecting them to modern training programs in the computer, and develop legislative and legal that would assist in the implementation of this vital project.
