The extent of commitment to the principles and ethics of public service in the municipal councils of Bint Bayah and Wadi Atba from the citizens’ point of view

Abstract
The study aimed to shed light on the extent of commitment of municipal council employees (Bint Bayah and Wadi Atbah) to the principles and ethics of public service from the citizens’ point of view. It relied on the descriptive analytical approach due to its support for the study’s purposes. The questionnaire was also used as the main tool for the study. The questionnaire was distributed to (1925) individuals, and (90) questionnaires were retrieved from citizens, equally divided between the municipalities of Bint Bayah and Wadi Atbah, valid for the study. The data obtained by the study were analyzed using the SPSS statistical program. The study reached a number of results, the most prominent of which is that the employees of the municipal councils under study do not adhere to the principles and ethics of work to the extent expected by the citizen. In addition, the employees of the municipal councils under study do not have integrity or transparency in their work, and do not enjoy a sufficient degree of honesty, truthfulness and equality in dealing with employees, and do not preserve state property, and do not have an explicit commitment to laws and legislation.
