الملخص
This survey provides a comprehensive overview of the current state of artificial intelligence (AI) in Libya, synthesizing findings from academic literature, policy documents, technical reports, and sectoral case studies. We examine the national policy landscape, including the recently published National AI Strategy 2025–2030 and its alignment with international frameworks. The survey covers AI adoption across Libyan higher education, drawing on empirical studies of faculty attitudes, usage patterns, and institutional barriers. We review sectoral applications in agriculture and remote sensing, oil and gas, water resource management, cultural heritage, healthcare, and Arabic natural language processing. We also assess Libya’s digital infrastructure, data readiness, human capital pipeline, and the emerging startup ecosystem. Despite significant barriers — including political instability, infrastructure deficits, a fragmented policy environment, and severe data scarcity — we find evidence of accelerating grassroots AI adoption and growing research output across multiple domains. We conclude with prioritized recommendations for researchers, policymakers, and international development partners.
